Wallis - Can Mrs. Merkel bring consensus to Europe?

Commenting on the speech by German Chancellor, Angela Merkel, in the European Parliament this morning, Diana Wallis, Leader of the Liberal Democrat group, said:

"Mrs Merkel is to be congratulated on her ambitions for the EU, but one wonders whether she can bring the consensus she has achieved at home in Germany to Europe. It would be great to find a way forward on new working methods that are so desperately needed for an enlarged Europe, but we all know as soon as we call it a constitution all hell breaks loose in the UK."
